You need to find the azure flute off someone (sorry don't know who) and go spear piller and he will come or if your lucky get him in a trade

The only way to get Arceus is by Trade. The Events for the Azure Flute have already passed, so the only way to get Arceus is by Trade.

Either you:
Trade him
Use a action replay to find him
Other than that theirs no other way to get him (sorry)
