No, Weavile cannot be found in Mt. Coronet.
However, you can get a Weavile if you evolve Sneasel. If you level-up Sneasel at Night while having it hold the Razor Claw, it will evolve into Weavile.
You can also get a Weavile by Trade.

Weavile cannot be found in the wild in any game. You need to trade for one or evolve Sneasel.

No, you can't get a weavile at all in platinum but you can get a sneazle on level 46 at the snowy part of mt. Corenet.
