An Action Replay is a cheat device that helps you in the game without doing anything in the game, but it usually malfunctions or damages anything involved. I recommend not using one. You can download cheat codes onto it or games that it is able to cheat on.

An Action Replay is a device that lets you use codes to change things in the game. You can use codes to level your Pokemon up faster, change them to shiny, run through walls ect.. It costs about 20 dollars to buy and can ruin the game if you get a hold of a bad code. Though overall if your careful and check for anything odd in your game before you save it you shouldn't have any trouble. The device comes with codes that are safe already in it. Its normally the codes that you add in yourself that will mess up the game.
