It sounds like you need the HM Rock Smash. You should of gotten Rock Smash from a hiker at the start of the tunnel, that leads to Oreburgh city. You'll need to beat the gym leader who you'll find in the mine. After talking to the gym leader he'll head back to the gym. Go there and battle him, once you've won you'll be able to use Rock Smash outside of battle. I recommend you catch a rock Pokemon and let it learn Rock Smash. After that you should be able to break the rocks in the cave.
