First you have to beat wake the pastoria gym leader. After you have beaten him you will see your friend running to you. Then there will be a big bang in the great marsh.Then wake will come out of his gym and you three will talk for a while. Then you will go to the big marsh to investigate but you can't go in. You will have to chase the team galactic guy.At some point Cynthia will talk to you and then give you a secret potion/medicine. Then go/fly to the psyducks and give it to them!voila!lol

You need to get the water and spray the psyducks then they will move out of the way.
