You can find Rock Climb on Route 216, in the snow, it will be located right next to the house and tree, right in between them buried in the snow.

There isn't one there! I have also defeated Candice and Snowpoint Gym, yet still don't have Rock Climb! :( :( :( Guest answered:
Here is what you do:
Go into the cabin on Route 216, just before you turn to go up. Talk to the Hiker and step out. Go to the right and down. Use the Dowsing App. You should find something. It is the HM Rock Climb.
