There are three options:

1. Look for someone trading one online.

2. (a) Use an Action Replay Encounter code to encounter Arceus.

(b) Use an Action Replay code that allows you to travel to where the Event Arceus is placed.

I know your pain and that's why I use Action Replay Codes (I hope that you have access to an AR Cheat Device). As you might already know the Event Arceus has a special purpose for the HG and SS games, so use the AR Codes for the "TRU Arceus" or the "Pokemon Movie 09 Japanese Version". I don't think that you can trade the Event Arceus over the GTS because it has a Special Ribbon attached.

I live in Canada as well and I have Arceus but level 9 only. Somehow I put on a Wild Pokemon Arceus cheat and what it does is it makes all wild Pokemon Arceus. I didn't even know my cousin's R4i had that cheat. But it isn't as cool as I expected because he isn't very far in the game. In fact, he just left Jubilife City and is on his way to the first gym. So the Arceus come out at like level 5 or 6. You can use Action Replay, R4i, Gameshark, or for some reason my neighbor says you can cheat without anything on a regular DS so I guess that, too.

You can also use a regular R4.
