Go to the trophy garden with a high level Pokemon that knows the move thief and battle wild Pikachu till you get a lightball. Just remember to make sure the Pokemon your using isn't holding an item thats what I did

The best way to get a light ball is using a Pokemon with the ability called "Frisk". You can use a Banette they are in route 225 make shure that the Banette knows Frisk then go to trophy garden and start you search. Hope this help.
