Catching Uxie, Azelf, and Mesprit
Can I get the National Pokedex before I attempt to Capture Uxie, Azelf, and Mesprit? Or do I have to Catch Uxie, Azelf, and Mesprit in order to obtain the National Pokedex(do they have to be in my pokedex in order to get the national Pokedex)

You don't understand you get the national pokedex by seeing them you don't have to catch them until you have the national pokedex

You must see them to put them in your Pokedex to go toward your National Pokedex. You can use an Action Replay code to do so though.
