Attack Accuracy

I've fought wild Pokemon using moves that have a 100% accuracy and there's been an odd time when it MISSED a target! For example: I'm currently preparing to face off against Candice, the Ice Pokemon Gym Leader by training my Magmar, but when I used "Fire Punch" on a wild Snover, it Said that Fire Punch missed the Target, and yet Magmar's accuracy hadn't been lowered, Snover hadn't raised it's evasion stat, and it's hailing, which so far doesn't lower Accuracy, or raise evasion as far as I know. Why did a Move with an accuracy of 100% miss the target?

The evasiveness of the Pokemon might have been higher at the start or the Speed Stat was high (that sometimes has an effect on the move)

And just because the accuracy is 100, doesn't mean it can't miss the target. Only moves with no accuracy level at all always hit successfully.

Accuracy at 100 dosen't never miss, that is just the second strongest level of accuracy.

It is not a glitch that messes up your game, it maybe that the evasiness is high too or your opponent has very high speed.

Does your Pokemon have hustle or does the enemy have a accuracy item like lax incense? Hustle reduces your accuracy by 10 (I think) so 100% goes down to 90%. Im unsure what lax incense drops your accuracy by, but if the move is 100 it means it can miss if your acuracy drops
