Resort area hidden ruler
There is a swimmer guy in a pool in the resort area, and he constantly talks about some hidden ruler of the area. He says that you can catch it by using a super rod in the water, but I just keep landing level 56 magicarp. Who is the hidden ruler, and how do you get it?

The ruler is a lv. 100 MAGICARP. The lv. 100 one is hard to find but catching a lv 99 one so it can evolve then you can teach it moves atthe pastoria city move tutor.

I have heard that the hidden ruler of the resort area is a shiny magikarp (i got this from a youtube clip...)

Well I Have Been Told Its A lvl 89 Red Garydos And Its Anoying That I Cant Find it! I landed a Lvl 98 Magicarp And Its a Lvl 100 Garydos now And Tht Anit The Ruler Sooooo i Dno

The swimmer says it's mind blowing and magikarp isnt mind blowing it could be Lugia because if my pokstery is correct in one of the first Pokemon movies Lugia awakened when zapados moltres and articuno gathered so by catch those three you could awaken lugia

I am really screwed on this that wacko swimmer dude says it's amazing mind blower super powerful ruler. I thought it would be sumthin like kyogre or phione maybe manaphe. All I can find is $@&?! Magikarp. They're like lv. 86 or 90 I caught a lv. 96 in a normal pokeball on the first try (it's a magikarp it's not hard) thinking there was sumthin special with the moves or ability no just a @&$?! Magikarp

The hidden ruler is a LVL100 Magikarp. What most people do is catch a lvl 90 then evolve it. Go to the move tutor he can teach it Gyrados moves. But I caught the lvl100 and talked to him. He says "oh you caught the ruler? I guess you're the ruler now." in all, pointless.

Well, people, I KNOW for sure that it is a level 100 magicarp. Useless, huh? Well..ya can't expect much from a $$#@!&*^ magicarp, huh? Well.. When I first got a lvl 89 magicarp I was like "Dang..is tht possible?" (MAYBE THEY'RE GETTING STRONGER.. AND PLANING A MUTINY!!! DUMM DUMM DUMMMMM....) Well, then after some tries, I got a lvl 100 magicarp! However, ya can't evolve it.. So yeah. And THEN.. I go to the guy, and then he's like.."You caught the ruler! I guess you're the ruler now."

The ruler mean the ruler like the boss ruler, not measuring ruler. If you don't understand, thonk ofit this way rule/er. If you still don't get it look it up on a dictionary.
