At what point in the game are you able to import your Pokemon from emerald version

After you defeat the Elite 4 and have the sinnoh deck completed and own the national pokedex. Hope I helped

After obtaining the NAtional Dex from Prof. Oak. You'll need to see all Pokemon in your Sinnoh Dex (excluding Giratina, Cresselia, Manaphy, Phione, Regigigas, Darkrai, Arceus, and Shaymin) and beat the E4. You'll then unlock Pal PArk and the option to Migrate will be available.

You will be able to import Pokemon from previous games once you...
A) Beat the Elite Four
And
B) Obtain the National Pokedex.

Aeon-Flux

You will need to successfully defeat the Pokemon Elite Four. Then only will you be able to trade over Pokemon from Pokemon Emerald, Pokemon Ruby and Pokemon Sapphire. Before that though, you will however be able to already trade Pokemon from Pokemon Diamond and Pokemon Pearl. No action should be required to go ahead and access this ability.

Though if you already have Diamond or Pearl, you might have put your GBA Pokemon onto those. If not, do what PhilXZ said.
