Where can you get the azure flute without an event or cheat device?

You can't, forget it. Just come to the realization that you will probably never get an Arceus.
It's not possible to get the azure flute without going to a nintendo event or cheating. There is one way, but technically, it's still through a nintendo event.
You could get it by doing something with a friend, and I think it's by mixing records, but Im not sure if thats on D/P like it is on R/S/E. Or your friend may be able to somehow trade it to you, but I doubt it. If you could, please rate this submission.

You can't. You will have to wait till Nintedo does the event or use the Action Relay code for the event.
