You need to take the azure flute up to the spear pillar and play it. The a staircase appears and you battle ARCEUS.

You need to go to spear pillar and have the AZURE FLUTE with you. It will ask you do you want to play the AZURE FLUTE. It will take you to Hall of Origin. Be warned if you plan on fighting Arceus it's Lv.80. Use a masterball if you don't feel like fighting Arceus.

You have to wait for the nintendo event, or use a cheat device to get one.

Get an ar or wait for the arceus event to take place, then climb to where you get Palkia/Dialga and play the flute and get ready to battle arceus!
