You Have to have a high friendship level with evee(max hearts) Then, Level it up at night.

Umbreon can be obtained:
1) Get an Eevee from Trophy Garden. The it has to love you during the night and then you level it up one level and it evolves to Umbreon. 2) Trade with one via Global Trade Station or in the Trade Room on this site.
3) Action Replay.

Hey I haven't been here for a while now, I've been studying pearl for a while now. But, I have this whole week off 
OK, sorry. I'm off topic... Befriend eevee at night. If it's already at full happiness, then level it up at night.

Get an Eevee,raise friendship to Max(or very high) and level up during nighttime.
Check Serebii more especific time.

Easy peasy. First beat the elite four and get the national dex. Go see bebe with one empty spot in your party, she will hook you up with eevee. Get your Eevee to be very happy towards you. It should show two big stars on the friendship checker on your pokenav. Then level it up one level during night time, and you have an umbreon. Night time should be any time after 8pm assuming you don't stay up until 4am playing because that is when it changes back to day time.

There are a few different ways to get an Umbreon.
1)Find an Eevee in the Trophy Garden after you beat the Elite Four and get the National Pokedex.
2)Migrate an Eevee over from Pokemon FireRed/LeafGreen.
3)Use an Action Replay to get an Eevee. After completing any of these steps, raise Eevee's happiness up 100%, and raise him/her one level at nighttime (on the game) to get Umbreon.
4)Migrate an Umbreon over from FireRed/LeafGreen.
5)Use an Action Replay to get an Umbreon

1:raise it's happiness at night like 2-4 hearts in your poketch.
2:night time should be like 8:00-4:00.
3:lvl it up at night.
4:you can get it from trade.
And last,you can migrate 1 at pal park.
