You can migrate it from emerald version.

You can find them using the pokeradar. It may take a while but it will certainly be easier then buying emerald to get one. As a note it will only be houndoom who shows up and only in routes 214 and 215. To get houndour you can just simply breed a houndoom with a ditto.
