Because people can pick there own move sets and raise it they way they want it to be raised. And the wierd part is.. GTS wont let you trade mews lvl 9 and under. I tried and it stopped me 24 times on different pokemon.

If you want to get "certain"(im talking about Hackted)pokemon with out giving your name or code you ask someone with an AR or pokesav to get your "certain" Pokemon you would ask for something crazy like Mew 9 and under ok

Well, thats the trick. People on Wi-Fi mainly use the Pokemon they offer on Wi-Fi wanting Mew 9 and under, this is either just a trick, or something they can use to clone. If someone got a Mew 9 and under, it'd be hacked, which the GTS won't let you trade.

The thing is that Mew 9 and under can't be traded. Because you actually get Mew at lv.30, so trying to get a lv 29 Mew or under is impossible. And Since it can't be traded, people use that offer to clone Pokemon snd in case the cloning doesn't work, the Pokemon is safe from being traded.
