1)On Route 217 (Snow Area) There is a house all the way North-West. Right
outside of the house (north side) is HM08 (Rock Climb). If you talk to the guy inside of the house after picking up HM08, he'll give you the Icicle Plate for Arceus Ice Type.

2)Outside after the final Gym Battle, speak to Jasmine on the northern beach. She'll be impressed that you got the Gym Badge, and will give you HM07 (Waterfall).

You get waterfall from a girl at the north beach and you get rock climb from a guy in a house on the way to snowpoint city.
