Search the GTS for Dialga. Other than that, the only other possible way is hacking Dialga into Pearl.
Well if your talking about getting one trade for it on wi-fi, trade with a friend or use an action replay code. If you are talking about just seeing one to complete your sinnoh pokedex then all you have to do is go to the old lady's house in Celestic Town and she will show you a picture of Dialga. So I hope this helps you.

If you want to battle with dialga youll have to trade for it but if just want to have in your pokedex after you beat the elite four talk to either Dawn or Lucas and theyll tell you to go to cynthias grandmothers house and there shell show you a picture of dialga and then it will be in your pokedex.
