It is an ability that prevents the Pokemon from being burned and outside of battle it speeds up the time it takes hatch an egg. Slugma and Magcargo have it and there maybe a few others

Oh, you mean MAGMA ARMOR! Magma Armor is an ability. It can be used by Magcargo and Slugma. Silly!

Certain Pokemon are born with it. Only certain fire pokemon. But if you have a cheat device you can make Pokemon that know it.

What??? Magma Armor is an ABILITY! You can get it from either Slugma or Magcargo... At least that's what I know...
