As soon as you get the last gym badge, head north of that city and on the beach there is a woman, talk to her and she gives you it. You MUST beat all 8 gym leaders first

After or before you beath the eight th gym leader you will talk to jaszmyn. A gym leader from jhoto who is visiting she will give you waterfall. (she is north of the city).

You get HM07 Waterfall from Jasmine in Sunyshore city after you get the Beacnon badge from the gym leader there.
