3. Yes, Electabuzz does evolve into ELectivire, but you can only get it with the item held by wild elekid then you give that to electabuzz and trade it, during the trade it will evolve.

Yes. There is a small chance that the wild Elekids are holding an item called the Electrizer. If you get one, make Elecatbuzz hold it and trade it to evolve it into Electivire. If you want to make it easier to find one, catch a Shuppet, Banette, or Stantler that has the Frisk ability. That will allow you to see if the opponent is holding an item and what that item is.
