These are steps to getting an ice-punching sneasel:
1. Catch a MALE medicham.
2. Go to move relearner's house in Pastoria Town and make medicham learn ice punch.
3. Catch a FEMALE buneary.
4. Put them in the day care center until you hatch a MALE buneary that knows ice punch.
5. Get your FEMALE sneasel and put it in with your MALE buneary and wait for them to do their stuff and you will get an egg.
6. Hatch the egg and you've got an ice-punching sneasel.

Your best bet would be a Hitmonchan that knows it
