On mount coronet 4fl using the super rod after you have the national pokedex

Fish with the Super Rod behind the Waterfall in Mt. Coronet. It is the 2nd time you enter the cave on your way to Spear Pillar

Yes you get one by going to the little water area before the Poke'mon League building and you can fijnd him by fishing with a...super rod?

You can find wild dratini's in Mt Coronet. Or you can migrate one from fire red or leaf green.
