When you talk to dawns sister and she tells you where to get a Pokemon can you turn off the game then turn it back on will she tell you where to get a diffrent Pokemon

You can do this only if it's 23:59. Swarms change when the clock turns 00:00. You can save at 23:59, wait one minute, talk to the sister, then reset if you don't like it.
Otherwise, no. Swarms are preset at 00:00, and cannot be resetted at any other time of the day.
Nope, it's one per day and you can't cheat by changing the time, the game knows and will keep it the same.
