Somebody correct me if I'm wrong, but it's near solaceon town in the tower that looks like the Clinton Monument, one of the old women at the top gives you it.
Go to Solaceon Town and go to the route below it. Enter the tower and ascend to the top. There you will get the HM for Strength.
