Here's how you catch Rotom...;
After you get the National Dex, go to the Old Chataue at Night. Go to the room with a TV in it, and click on the TV. It should say that the Poke'mon in it looks almost real, and you touch it. The Poke'mon comes out, and it is Rotom. He's weak, at lvl 15, so he should be easy.
I caught him recently so I remember. You need to see BOTH ghosts. The old guy and the girl. Once you do that, wait until midnight the thump on the tv upstairs. You will then battle Rotom lv 15. DON'T KILL IT!!!! IT IS A LEGENDARY!!!!!!!!!!!!!!!!!!!
Go back between 10pm and 4am when you have the National Dex and press A on the TV, after that you should battle Rotom.
Note: Rotom is a Ghost/Electric type.
You can then change it's form at department store on Route 9 with appliances.
