1)
Manaphy- Get from Poke'mon Ranger
Azelf- Go to it's lake, Surf to the middle, and fight it in the cave
Uxie- Go it it's lake, Surf to the middle, and fight it in the cave
Mesprit- Go it's cave, and it should flee. You randomly encounter it in the wild, use Poketech to help.

2) Er, just follow the road, and use Rock Climb, and you should get out of there ok.

3) Thunder Fang, Crunch, Discharge, Spark

4) Flame Wheel, Close Combat, Strength, Flare Blitz

5) Aura Sphere, Aqua Tail, Specal Rend, Dragon Claw

6) Using the PokeRadar, go to the route that's next to Canalava City, and go in the shiny, moving patches that you see.

7) By obtaining the National Dex, go South of Sandgem Town, and you should encounter it.

Luxray should know shock wave, thunder, spark and thunder bolt
Infernape should know blast burn, fire blast, close combat and flame thrower
Palkia should know dragon claw, spacial rend, dragon pulse, and draco meteor
Even though it's a water dragon type it shouldn't know any water attaks trust me it will be a bad Pokemon if it does....OH! And don't listen to the other answers you got those are not right so trust what I told you because with these attaks I've never been beaten
