Here it is. Talk to the green guy in any poke'mart, he will give you "Oak's Letter." Go to Victory Road and go to the exit where the guy "Sized You Up," go all the way up, you will see a rock, oak will be there, follow his instructions, Shaymin will appear, then run on to a path, FOLLOW HIM, it'll take a while but as you progress in the path, you'll find him.
