You don't just go around them and get to the cave. I presume you are at the bombed out lake. (The name escaped me at the moment.)

You have to bring the water back by saving Azelf, Uxie, and Mesprit.
Then facing Palkia.
So in otherwords the magikarp are not moved.

You receive Secret Potion from Cynthia outside of Lake Valor

If you mean the Psyducks, you beat Pastora Gym, follow the Grunt, and you will meet Cynthia, who will give you the secretpotion. Give it to the psyducks and they will mean. If they are not psyducks I have no idea what you are talking about.
