Uhhhh, theres no such thing even. So to answer your question no, nobody can make one to make you catch mewthree. If you know it's an actual Pokemon please use it's proper name so people know what you are talking about.
There might, but I wouldn't count on it since Game Freak never created it and likely never will.
You found out about that on youtube, didn't you? Mewthree is not a real Pokemon
And exists only on a game greated by hackers. I think they call it Pokemon topaz or something like that. Sorry, but it's not real.
