It is on route 203 but in a swarm. You can only see swarms at certain times so talk to dawn's sister to find out when cubones are swarming.

After you get the National Dex, there's a chance that Cubone will swarm in Route 203. Talk to Dawn/Lucas' sister in their house in Sandgem Town to know what today's swarm is. If it's Cubone, go to Route 203 and catch all the Cubone you can.

ChaosBug7 answered:

I have answered your previous Question. Cubone is a swarm Pokemon like you said before. To get him, you have to go to The Professor's Assistant's sister. She will tell you a Pokemon that is swarming. If Cubone is mentioned, go to the route where he is mentioned and look in the grass. Swarms are only avalible after the National Dex, and you need to talk to the lab assistant first before his/her sister will mention swarms. It is less likely, but you can also get swarm info from TVs.

RevengeRacer answered:

You need the National Dex and then they will start showing up
