You recieve a Happiny Egg in Hearthome City. Hatch it, level her up in the daytime with the round stone attached, and you've got yourself a Chansey.

Sorry, I don't have a Wi-Fi or a Chansey but I can tell you how to get one, and it's evolution. You can evolve a Happiny with friendship. (You can also catch a Chansey in the wild, but it is hard to find. You can get a Blissey by evolving a Chansey. I don't know how though. Hope this answer will help!

You can either hatch the Happiney that hatches from the egg you get from a Hiker in Hearthome City, and then get it to high happiness give it the oval stone and level it up to get a Chansey, or you can find one on the route beyond where the Psyducks were blocking the path off.

All you have to do is hatch Happiny from the guy in Hearthrome City. Leading to route 209. Then get the Oval stone( located in Lost Tower) Then level up Happiny between 4:00 AM and 8:00 PM.

If you want a Chansey, talk to the guy in Hearthome City standing near the gaurd house that leads to Veilstone. He will give you an egg which will eventually evolve into Happiny, Chansey's pre-evolved form. Go to the Lost Tower, outside of Solaceon Town and find an Oval Stone. Give it to Happiny, level it up and it should evolve
