You give them to the guy inside oreuburg(spelling?) city museum and he revives them for you

You bring the fossils to the oreburgh museum.
Talk to the scientist guy behind the counter.
He will turn the fossil into a pokemon.

If you get a fossil go to Oreburgh City and go to the Museum. If you talk to the guy behind the counter he will ask to bring a fossil to life.

Once you obtain a fossil. Take it to the city of Oreburgh. Once there go to the coal mining museum. There should be a scientist at the reception counter. Talk to him with the fossil in your bag and he will ask you if he can revive it. Click YES. Go outside and come back...by then it will be turned into a pokemon.

Take them to the Oreburgh Museum and in the back there is a guy who looks like a scientist who will revive them

You take them to Oreburgh City and take it to the mining museum north of the mines and talk to the first guy at the counter. He should ask for your fossil and will turn it into a Pokemon that resembles your fossil.

You must dig them up in the Underground. If you have the National Dex, the variety of fossils will increase from just the Armor or Skull fossil you will find. (Armor-Pearl, Skull-Diamond)

I almost forgot. Transfer the fossils into your bag from your Underground bag. Head to the Oreburg Museum and talk to the Scientist. Make sure you have a vacant spot in your party. Leave after you give him the fossil, and reenter the building, he will give you the revived version of the Pokemon depending on the fossil you give him.
