I need help to find the HM04 for De-Fog. And can someone tell me which Pokemon is #69?

Defog is HM05. HM04 is Strength. Defog is in the entrance of The Great Marsh. Strength is at the top of the Lost Tower. #69 is Gastly. You will see him in the Old Cheateau, the lost tower, and the Hearthome City Gym for a few locations.

Talk to the safari game player who hangs around the gate of the great marsh
#69-gastly you can see one at the lost tower (1f-5f)

Ghastly is Pokemon #69 I don't know where de-fog is.
