What am I supposed to do at that rock thing on the route above the Pokemon League. (route 224 I think)?

Unless you have the Oak letter, it is pretty much useless. The Oak Letter allows Shaymin to appear. You can only get the Oak Letter by cheating, a Nintendo Event, or by Mystery Gift.
