The Events you need to go to happen in real life. You must take the time to flag them down and go to them. It would be easier to read your question if you had a period at the end of a sentence. You go to these events and obtain the item based on what was being promoted. My other answer to a simular question of yours tells you about how it works in game.
Well they are very specific events which have not yet occured. So basically wait for the events to happen and then you can get them. Just check up on serebii.net and other refutable sources for the timing and location of these events.
