Arceus, Darkari, and Shaymin are all event Pokemon. The only way to catch them is through a Nintendo Event, Cheating, trading for them, or Mysterygift. The items are the Oak Letter, Azure Flute, and the Membership pass. The cheats for these events are on this website. The Flute is used at Spear Pillar, The pass in Canalave City by the locked hotel, and route 224 for the letter.

You can get arceus from the top of Mt. Coronet once you have the Azure Flute.
