You must first have the National Dex to get in. Beating the E4 and seeing the 150 local Pokemon gets you the Dex. A legendary Regigigas lies inside. In order to catch him, you must have all three Regis in your party. To get them, you must transfer the Regis to Pal Park through Ruby, Sapphire, and Emerald. Pal Park also opens after the National Dex is obtained.
