You go to battle tower and go north from where the ship is at and talk to the first person you see her SHOULD give you one.

This is what you do,Have you gone to snowpoint city where your rival said to meet you??If not go there and go to an island that he explains about treasures and stuff.Then you go up and if you left the island once I think the people who were blocking you will leave and then you talk to the fisherman who will give you a superrod if you say yes to his question. Not sure how to move the people blocking you,that I was talking about in the paragragh.
