You need to go underground. To get underground, you talk to a man in Eterna City. He has a yellow roof and is next to the Pokemon center...
When you get underground, you go back up and talk to him again, he will give you this tracker thing and you use the ds touch screen to click the ground. There will be a circle wave and if you see something shiny, it's an item. If it's shiny on the ground, it's a trap(its usually white-ish). If it is on the wall, then you go up to the wall and press the A button and then it takes you so that you now can dig for treasures. The hammer (red) hits more and makes the wall crack more. The other thing (blue) hits it less but it makes the wall crack smaller. Other than that, I can't help you. You get the fossil from the wall.

You need to go into the Underground and Dig it up.

nintendo dude answered:

You nedd to dig into a wall. If you're lucky, a Shield Fossil will show up. Bring it to the meuseum and a Scientist will turn it into a Pokemon. (Shieldon)
