1) After you beat the Elite Four and get the National Pok�Dex. Then you also need to unlock Pal Park, and have the GBA game in the GBA slot of the DS.

2) Route 224.
3) After the Elite Four, getting the National Pok�Dex.

Ok, I'll answer your questions as best as I can.

1. To migrate Pokemon from GBA games, you will need a gba game and a nintendo DS diamond/pearl cartridge. Once the gba game is inserted, on the menu, there should be an option saying (Migrate Pokemon from sapphire/ruby/emerald/fire red/leafgreen. Click on it then select 6 Pokemon to migrate. You may only migrate 6 Pokemon to a diamon/pearl game cartridge each day. One the Pokemon have been migrated across, you will need to catch them in the pal Park which is at the end of route 221. Once you have caught them you may use them!

2. At the end of route 221, 'Pal Park'

3. This feature is only available after you have ontained the national dex by seeing all the Pokemon on the sinoh dex excluding manaphy.
