Trophy Garden, or the one you get from Bebe after getting the National Dex.

I know for a fact if you beat the elite four, when you get the national pokedex and talk to dawn standing right in front of the prof.'s place. She'll say that bebe the person who does the Pokemon storage wants to talk to you. Talk to bebe and she'll give you an evee. Also according to my game evee can be found at route 212 most likely at the garden in the mansion. I haven't encounered one there though, so I got fed up with and just breeded the one bebe gave me.

In Vielstone city,go to the south-west corner and enter the house of the Pokemon PC administrator(wont say that on sign)
Talk to her twice and have an extra slot in your party...

You have to fly to hearthorne city and go into the building next to the poke center and talk to the lady

... Not sure if you have to beat the e4 though first

You can find eevee in hearthome city. There is a house there where this blonde girl is and if you talk to her she says her name is Bebe and she will give you an egg that contains an eevee.
