I went to batle tower and the won't let me go to the volcano. What do I do.

Simply see all Pokemon in the Sinnough region, then go to professer Rowan. He'll give you the national pokedex. Then the two people by the water and by the boat will be gone, allowing you to go to the resort area, the challenge area, and stark mountain.
