First you have to have seen all 150 Pokemon in sinnoh, then go to the beach in Sandgem town use surf, and keep heading east and at the end of the route there is a building, enter and save your game.Turn off the DS put a past generation game in the gba(emerald firered leargreen ruby or saphire) slot. Turn the DS on
And go to pearl. You'll see where it says migrate from what ever game is in the gba slot.Select that and pick 6 Pokemon that don't have hm moves. Then the game will save and go back to the title screen and continue talk to the guy in the miners suit, when he asks you if want to enter, select enter go to differen spots in the area to find the Pokemon you migrated.(Think about the places where you caught them on the previous game. After you catch all six answer yes to the guy's question and the Pokemon will be transfered to your pc.

After you beat the elite four you must have seen all 150(don't have to see manayphy#151) Pokemon in the pokedex(just try to find a trainer that has the Pokemon you didn't see). After you do that go into the professer's lab in Sandgem Town and he will notice that you have seen all 150 Pokemon and give you the National Pokedex. Then pal park will open up in route 221 at the end of that road, south of sandgem town .You start from sangem town then go south then head east but you will need a Pokemon that knowes surf. After you head south then all the way east you will see a big building, it is the Pal Park. Now go in save game and turn off the Nintendo Ds.Get a GBA seris game and insert it into the second slot of the Ds.Turn on the Ds and go to the screen that continues the game and you should see 4 options. The 3rd option should say migrate Pokemon from ________ (GBA game).Pick that option and it will say "Would you like to migrate Pokemon from ________(GBA game) and choose yes.You will now pick 6 Pokemon to migrate. After you choose it will say THE 6 POKEMON YOU HAVE CHOOSEN CAN NOT RETURN BACK TO ______(GBA game). It will say that 1 or 2 more times.(There is no cheat or glitch of any kind to return your Pokemon back to your GBA game)After that it will start to save then when it's done continue your game and talk to the guy at the counter to enter pal park.He will give you 6 pal park balls(works 100%) to catch your migrated pokemon.
Enjoy!

Well, do you have the National PokDex? If not, then you can't transfer the Pokmon. When you see all of the Pokmon in the Sinnoh Dex, you get the National Dex from Oak. Pal Park will then be unlocked. Put your GBA game in the GBA slot of the DS and you should be prompted to trade.
