No, unless you trade with someone with Diamond. Sorry to disappoint.

You can't unless you cheat or trade. There is one lady in Celestic Town who will let you see a picture of it and you will have it's picture and cry in the pokedex, no data or measurements though.

Trade it from Diamond.

If you want to just see it in the Pok�Dex, go to Solaceon Town and go into a house. A lady has a portrait of Dialga (Palkia in Diamond), which will add it to your Pok�Dex.
