You can't well you can you just have to trade it or make it migrate to the pal park from any other version you have EXCEPT ANY GAMEBOY COLOR VERSIONS

You can get Togepi by going to route 230. Use the pokeradar there, which you get after beating the elite 4. I would use a repel so normal battles don't happen.
