In the final chamber of Victory Road before you defeated Cynthia, you may have seen a guy blocking a cave. Go in that cave once you defeat Cynthia and obtain the National Pok�dex.
Fly to the Pokemon league where there is a center and a mart in the same room. Go down the waterfall outside enter victory road and follow the path use rock climb to get down go to the west untill you are in between the two giant mountain things go up and behind the old dude. There is some stairs go up the stairs and cross the bridge go around the tiny mountain thing and there is a exit go trough it and youl bee in a cave follow the paths until you reach a room where you need defog use defog and start navigating through the cave a lady will want to jin you let her and just find your way around the cave when the lady exits go where she did and there you are.
