Well, you know that massive tower just before Solaceon town? It's called lost tower.If you travel all the way to the top; speak to the 2 old women and they will you give you HM04 strength and a cleanse tag.

You go into The Lost Tower. It's the towr with the graves and ghosts. Get to the top and talk to the old ladies. Simple as that.

Got to the Lost tower. It has ghosts in it. At the top there are two old ladies. I think the one on the right has it, but they both have items.
