Gardenia (as her name is in the English Version) will not appear until you find the four trainers within her gym. You must defeat the four of them before the Gym Leader appears. They are scattered throughout the gym. The first one is in the top right corner of the gym, in the little cove. Just press A around the trees and she'll appear. After you defeat this trainer, she'll give you a hint as to where the next trainer is and so on and so forth until you defeat all four. Then Gardenia will appear.
